 Its clearly not canon BUT I have an idea that could make it somewhat canon

Suppose the live action segments in the beginning and end are in fact canon. And the videos Doc is recording are for a science TV show he hosts for kids on local TV or cable. Then the stories he tells in each episode would be mostly based on real events with his family and Marty but he would change a few things or add a few things for entertainment value, hence the “cartoony” elements. Since most people embellish a bit anyway whenever retelling a story this could be the case for Doc, more so since its for a tv show, so he would have to make the story entertaining. While most the stories he tells would be based on real events, some are just too ridiculous, like the talking dinosaurs, and those type of stories would probably just be tall tales Doc tells for the sake of the audience.

So this way it would still be canon that Doc moved back to the present with his family and kept his friendship with Marty and then the bits that are just too ridiculous can be seen as embellishment by Doc. 

 He could be Marty in an alternate future where the United States is under British rule :3

No but perhaps he could play a grown Jules Brown.
